O Ministro das Comunicações, Paulo Bernardo, disse nesta quarta-feira, durante audiência pública no Senado, que o governo está atuando para tornar obrigatório o compartilhamento da infraestrutura entre as empresas de telefonia móvel. Já o representante das operadoras, Eduardo Levy, reclamou da burocracia dos municípios para instalação de antenas e informou que as empresa firmaram acordo para compartilhar antenas que serão instaladas para tecnologia 4G.
"A Anatel Agência Nacional de Telecomunicações se prepara para votar um regulamento que vai, entre outras coisas, determinar o compartilhamento da infraestrutura. O Brasil tem dimensões continentais e não é razoável que cada empresa tenha cada uma a sua rede
, disse o ministro.
"As operadoras concentram esforços nos grandes centros e, quando vamos para o interior, temos grandes dificuldades. Tem que fazer o compartilhamento. É uma obrigação que será imposta ao setor e vamos fazer a fiscalização", acrescentou Bernardo.
O presidente do Sindicato Nacional das Empresas de Telefonia e de Serviço Móvel Celular e Pessoal (Sinditelebrasil), Eduardo Levy, ressaltou que há dificuldades técnicas para as empresas compartilharem as antenas usadas para transmissão de sinal 2G e 3G. "Na tecnologia 4G, vamos estar 100% compartilhados, mas, já nas outras tecnologias há uma dificuldade muito grande, mas vamos trabalhar nesse sentido."
Entre as dificuldades apresentadas por Levy está o fato das antenas estarem configuradas para o sistema específico de cada operadora e que teriam que reconfigura-las para um padrão pudessem ser o sinal de forma compartilhada. Segundo Levy, o pais precisa dobrar o número de antenas até 2017 para atender à demanda,principalmente em função dos grandes eventos esportivos que serão realizados nos próximos anos, mas há muita dificuldade na instalação desses equipamentos devido à burocracia e às legislações municipais.
"Em São Paulo, pela legislação, é necessário um terreno de 15x15 metros para instalação de uma antena. Onde vamos conseguir um terreno em São Paulo com essa característica para instalação de antenas?", questionou Levy. O ministro disse que o governo está trabalhando para facilitar os investimentos no setor e que a aprovação da Medida Provisória (MP) 563, aprovada ontem pelo Senado e que vai para sanção da presidenta Dilma Rousseff, ajudará nesse sentido.
A MP trata da desoneração da folha de pagamento de indústrias e do setor de serviços. Serão beneficiados com a desoneração da folha de pagamentos, em troca de uma percentagem sobre a receita bruta, os setores de hotéis, móveis, autopeças, naval, aéreo e de empresas de call center e de projetos de circuitos integrados (chips).

"The 4G technology will be 100% shared, but, as in other technologies is a great difficulty, but we will work towards this."
Among the difficulties presented by Levy is the fact that the antennas are configured for the particular system and that each carrier would have to reconfigure them to a standard could be the sign that are shared. According to Levy, the country needs to double the number of antennas by 2017 to meet demand, mainly because of the great sporting events that will take place in the coming years, but there is much difficulty in the installation of such equipment due to bureaucracy and municipal laws.
"In São Paulo, the legislation requires a field of 15x15 meters for installation of an antenna. Where can we land in Sao Paulo with this feature for installing satellite dishes?" Asked Levy.
